I've noticed that a cavalry division of mine has 9,999 men. For some reason that last point of "man" will not be allotted to make that division read "10,000". I don't seem to have this problem occuring with the infantry divisions. Has anyone else noticed this?
Is there a way to crank out that last guy to get your division to read 10,000? I was wondering if it is dependant upon what your draft is set at? Thanks.

I think it is related to the fact that your cav divs only receive a fraction of the men allocated to them through the draft, so in trying to send 1 man less than 1 man is actually allocated. I think arty divs are similarly always floating 1 man under full strength as well.

... and those are not all men.  There are some horses included in that number.  I kid you not.
