BTR Bombers Reduced Ord Load & Full Ord Load

I have a question about the Bombers in BTR. I know there is a cutoff between when Bombers carry either Full Ordnance Loads and Reduced Ordnance Loads. My question is, where is it?
I assume that it is at some % of either the Combat Radius or the Real Radius. I think most likely the Combat Radius.
Hard Sarge or Harley, you have any answer here? Yea I could point and click a few thousand times to box it in. I would rather just put it to you guys. I figure you know.
