Strategy for The German Navy?

I'm playing as Germany and I have no idea what to do with my navy (surface or submarines). Any advice on German naval strategy would be greatly appreciated. Thanks in advance.

U-Boats should be active to the west of Great Britain.  The surface fleet can sortie when appropriate, especially if land based air has seriously damaged the Royal Navy.
 
Remember the strategy of a "fleet in being" and don't squander your warships.  They play a role even when passive.
 
Build U-Boats as you can afford them.

I have played vs the AI where the German navy totally controls the North Sea and Atlantic. Though considered gamey by some, use your tac bombers to pound the british navy in the north sea and the atlantic. Also use groups of 4-6 subs in the atlantic as raiders to hurt british pp's. Over time the british won't be able to keep their navy up. Send your german fleet to the atlantic in a group of 9 ships. WHen they become damaged, moved damaged ships to port and repair. Accept all events where given the option to build a ship. If done right you can control the seas and isolate Britain before the Americans arrive.

This is vs the AI. Again vs a human I'm sure it is different.

as a british human player, you have to ask for a huge US lend lease to feed your naval repair noria ....
