I've been trying to find an explanation on what the differences of the Souther Steel and Balanced Economy Scarios are. However, I can't find them in the manual. Has anyone had any luck finding these details?

There are detailed descriptions/discussions in the forum, which you can find with keyword searches.

In a nutshell, the "balanced" economy favors the South by making its economy closer to that of the North, while the other two scenarios have a sharper imbalance. Both economies are historically accurate -- that might seem an odd claim, but since economic data from the period are so uncertain we created one set of data files using the estimates that help the South more and the other set with those giving the North the greater advantage.
