Flak firing at balloon raiders?

Does flak fire at aircraft attacking balloons? Just had several Mustang I and IAs on their way back from an airfield raid, fly over a coastal radar site that I'd built up a lot of flak and balloons. I got message after message about diving to attack, and some destroying balloons until after the raid I found that they had destroyed 10 x balloons... but at the same time not been affected by the 5 x heavy balloons at the same site nor by any of the flak there. Now I realise that the light flak (of which there was nearly 200 total) may have no effect, but there was also 88mm and 88 flak 41 (5 each) which appeared not to fire at all. NB, the raiders also appeared to fly straight over a nearby oil facility with a range of flak that also didn't fire.
Edit: and are raiders that attack balloons affected by balloon cables from other balloons already there... I can't think of an occurrence where this has happened, in this case 10 balloons went down one by one without damaging any attacking aircraft, let alone the heavy barrage which remained in place!
Edit2: many raids later and I am becoming convinced that balloon raiding is a "no risk" operation... neither the flak at the same site fires, nor do the attacking aircraft seem to run into cables of other balloons on the site.
