Create/destroy stars,planets,and population bases like Orbitals/Halos,Ringworlds,and Sphereworlds?

Create/destroy stars,planets,and population bases like Orbitals(from the Culture novels),Ringworlds,and Sphereworlds?
Can we create and destroy planets?
Can we create and destroy stars?
Can we create and destroy other population centers such as Orbitals, Ringworlds, and Sphereworlds?
Population centers meaning created massive stuctures larger than planets that contain population and buildings for research, ships construction, etcetera just like the planets. These, of course, would be high technology in the later research.

Population centers are only on your colonies (planets or moons).
I'd prefer not to get into details on the other items yet.

Thanks. But, if we CAN destroy planets, then we would want to be able to create them also(with various sci-fi ways including energy to matter conversion, nanites, etcetera). And...if we can create a planet, we should be able to alternately create orbitals, Ringworlds, and Sphereworlds that make better use of surface are of the material.
And...if we are capable of that technology, then we should be able to eventually destroy and create stars, then the poulation centers around stars.
Unless this is another game of ultimate limitations.

Heh,...well, um, yes. I suppose.

Various science fiction books, stories, articles, and games featuring them intrigue me to imagine epic space sagas and desire them in a great game. Diatant Worlds looks intriguing and seems to have much potential.
I've tried many 4Ex games. Lately I've been playing Armada 2526 and Civilization 4. Beforet them, I've tried Galactic Civilizations 2 and Space Empires 5.
