Production Observation

I started to run some tests based on the Artillery testing thread...as a result I have an observation about Production
I decided to use HK as a baseline ..... on turn 1 I stood down all aircraft, I sent the ships away, No fort expansion, No construction, No repairs, no Replacements. I then ran 10 turns with no activity.
At Start - Hong Kong has 3000 Resource points (RP), 60 Resource centers, 0 Oil, 106700 Fuel, 220 LI, 160 HI
The 60 Resource Centers produce 1200 Resource points per turn
The 160 HI consume 320 Fuel and 3200 RP and produces 320 supply
The 220 LI consume 3300 RP and produces 220 supply
On Turn 1 HK produced 1200 RP which was added to the 3000 RP present...resulting in 4200 RP, 3200 RP were consumed during the turn execution leaving 1000 RP at the base for the following turn. Presumably the HI produced 1st consuming the 3200 RP, then the 1000 RP were insufficent to fund the LI so the LI did not produce.
On Turn 2 the 1000 RP plus the 1200 RP produced were insufficent to fuel HI...neither industry produced leaving 2200 RP at HK.
On Turn 3 the 2200 RP plus the 1200 RP produced resulted in 3400 RP which fueled the HI which consumed 3200 RP leaving 200 RP
Turn 4 saw the 200 RP added to the 1200 RP reulting in 1400 RP - insufficient for either industry.
Turn 5 saw 1400 RP added to 1200 RP resulting in 2600 RP - insufficient for industry
Turn 6 saw 2600 RP added to 1200 RP resulting in 3800 RP - again the HI consumed 3200 RP and 320 Fuel resulting in 600 Rp remaining
Turn 7 saw the 600 RP added to 1200 RP resulting in 1800 RP - insufficient for industry
Turn 8 saw 1800 RP added to 1200 RP resulting in 3000 RP - insufficent for industry. 3000 RP is the same as the starting RP level.
Turn 9 saw 3000 RP added to 1200 RP resulting in 4200 RP - sufficient for HI which consume 3200 - resulting in 1000 RP remaining. See AT Start description above.
As the 1000 RP are the same as Turn 1 the cycle starts again...
In effect the LI at HK will not produce anything unless outside resources are brought in....
