Marines dispear on unload

Load Saved game (attached file), go the the colony Gaza and unload Marines, the number of Marines on the planet doesn't increase and they are no longer on the transports?

This is going to be an unsatisfactory answer, but I it worked fine when I tried it.
What version of the game do you have.
Have you had problems with disappearing marines on other planets ?

Versions 1.024, I was able to unload marines at other planets but, not Gaza, is there any condition (riot/revolt/etc. where you can't unload?

No, there are no special conditions, and as I said, when I tried it from your save, it worked fine.
