Supply bug?

Unless I'm missing something, the French depot underneath the French stack in Holland should not be considered in supply:
- Holland has been controlled by Prussia for a few months. The two are at war.
- France has no unblockaded fleets that could be providing sea supply. This includes minors, of which the 'hard' AI has managed to lose every single one in record time, except the Genoa it has just received via a Spanish DOW.
- The next nearest French depot is in Paris, which is quite a ways away.
Incidentally, in the same game, the Austrian-controlled Egyptian garrison has been completely uncontested in Damascus for two months (now going on three), but Turkey still retains control of Syria.
