Can I make my planets more attractive to tourism, so I can earn more money or spread my culture, if that is possible? Or is it just abstract numbers in the program code?

Planets and other locations are tourism destinations because of scenic natural features - planetary rings, canyons, underwater ruins, etc - so you cannot add these yourself.
Once you find a scenic location you can build a resort base there with your construction ships. Passenger ships will then begin transporting tourists there (as long as it's reasonably close to highly developed colonies with wealthy tourists). Your empire earns income for each tourist that visits you resort.

The Galaxy Map screen (F5) has a filter that shows scenic locations you've discovered.
