The Operational Art of War III?
Awesome game with lots of detail, not as easy to play as AT though.
Read some of the AAR's there to get an idea of the gameplay.

Well let's see there's
Empire Deluxe by killerbee software (use google you can find it)
Empires of Steel by Battlefront
The Combat Mission Anthology: Combat Mission Overlord, Barbarossa, Africa Korp
Perfect General also by killerbee software
WinSPWAW by Shrapnel or the Generals Edition by Matrixgames if you're willing to shell out more for more.
All great strategy games and all simple and easy as Advanced Tactics.

I'm not familiar with Defcon, but have you looked at the Harpoon Commanders Edition, it might be something to consider.

If you like RTS games, World in Conflict will fit the bill. That pretty much takes place just before the Cold War ended when Russia invades the United States via Seattle. It was an astounding game, which I enjoyed about as much as Company of Heroes. Check it out.
However, if you're after a turn-based game with counters, I would have to second TOAWIII. I purchased it, but haven't played it yet. It comes with a really nice manual and a TON of scenarios. It takes some getting used to if you have a big monitor as it doesn't fit the entire screen. But the devs did a good job with adding little arrows that handle the scrolling before sliding right onto your desktop.
