Undamaged Carrier won't refuel

The Lexington has been sitting in Noumea(not part of a TF, at anchor/docked) for more than a month, with 1 point of system damage. It's endurance reads 1944(in red), and its fuel reads 736(in red). These numbers don't change from day to day. Port capacity is 7 (of 8), am I missing something, or is this an error/bug?
I need her for an operation soon.

Ratster,
1 point of system damage is so minor, it may mean that a certain spare part is simply unavailable or they're out of a particular kind of paint. Put her to sea!
As for fuel and endurance, they don't replenish when anchored in port, but all you have to do is put her back into a TF and "fuel from port" and she'll be fine.

Always refuel the TF before disbanding it.

Ah, I see. I guess I shouldn't disband my TF's so quickly. I've been routinely disbanding TF's when they reach port (If I didn't need them right away) assuming they would replenish and repair. Thanks for the info!
The Lex will take part in operation "Fool's mate" as scheduled.
