In the space of 1 month, it dropped from 10-20K to negative 13K. Any ideas why? I'm pretty sure this is a bug.

Unlikely that it's a bug, from what I've seen so far, but the automation may have steered you a bit wrong in terms of overbuilding. Have you looked at the economy tips I posted in the War Room sub-forum yet? Feel free to upload a save if you'd like us to take a closer look.
