Refit Costs

Does refitting a ship use cash and resources to fit out the new components?
Also, can 200 cap ports refit cruisers? (Which you sometimes get for free as derelicts from ruins. I've been dismantaling them for tech, but would be more willing to save them for later upgrades if I knew my ports could handle them.)

Yes, retrofitting requires money and resources, depending on how much retrofitting is required.
It's possible to design a cruiser that fits within a 200 capacity, but quite often they are a bit larger. As long as you have a non-obsolete cruiser design of size 200 or less, you should be able to build it just fine in a 200 capacity space port.
As far as those abandoned ships go, you can always wait for your capacity to catch up with their size. Until then the best you can do is keep them or retire them for tech bonuses.

I think that the right click context menu should have the cost of refit in it, so you know exactly how much it'll cost you to upgrade Ship A to Ship A1 before you click it.

Thanks.
Memo to self: don't spam refits on exploration ships next game. Those things do just fine with obsolete designs.
