Disbanding private mining stations

So I have started my first real game and I have run into a little problem. I have this nice continental planet with luxury resources and a ruin which gives development bonus, but I can't colonize it. A private mining station is preventing me from doing that and I don't seem to be able to disbanding that station. Is that working as designed?

No the station will not stop you having a colony.

A private mining station is not preventing you from colonizing, your Habitation module technology is, check the game concepts under the "Galactopaedia" and it tells you exactly what module you need for each planet. The first module allows Continental. Also, the mining complex will disappear automatically once your colony ships makes the colony.
