Economy Crashes in beta patch

Once again, all at once the economic development in my main planet begins to plummet, thus driving down tax revenues. The only thing that is keeping the game alive is the editor, I have to keep maxing out my eco dev to 122 (which then falls to the dramatically in 5 mins and I have to redo it).
What is going on here?
