Bug or WAD - colony ships

I can colonize planet with independent race with ANY colony ship. - this is WAD. But (after successfully colonize attempt) my colony ship build there can colonize same planet type (with new race onboard) WITHOUT proper techology. WAD or BUG?

This cause gameplay too random and unbalanced. (and way tooo fast).

example: I have colonized 25 planets in a short time -only 4 continental home type, best AI had 7.
