Colony Summary screen question

A couple of questions about the Colony Summary screen (page 29 in the manual).
* What does the number followed by the letter 'K' indicate? (This is just to the right of the type of the planet/moon)
* When a resource is listed as "20%" what is the % in relation to?

As far as I know, K is thousand.
20% avaiability, so the more the better. Faster extraction rate I would recon :)

And what does the number itself signifiy? Is 21.5K "better" than 19.8K? I am not sure what it refers to.

Yes, the number is effectively the size/amount, the percentage is the abundance. Together those determine how much can be extracted and how easy it is to extract.

Another quick question: What does "quality" mean in the context of planets on the Colonly Summary screen? Is it a multiplier to resource excavation / colony popuplation etc?

That reflects damage to the planet and effectively its habitability where 100% = default normal habitability level for this planet. If a planet is bombarded, it's quality will be reduced and will very gradually recover over time. The abundance % next to each resource is the one that affect resource excavation.
