a few questions

I'm sorry if these questions were asked about previous, but I could not find it anywhere.
1. Does ships/troops gain experience from battle?
2. To what can I use culture? Has it any function? Can I somehow gain more culture-%?
3. I've tried to understand the economic and read a lot, but I still have this question: What is the difference between 'cash' and 'cash flow'? The game I play right now I have +69000 cash flow, but -13000 cash! How do I change that - I do not think I have overbuild?

1. No
2. I think culture = development (which determines together with the population the tax revenue from each colony)
3. cash is your stock of cash, and cashflow is the flow (so revenue - expenses for the year).

Culture, as far as I understand it, is how resistant your colony is to being influenced by another empire. Two colonies nearby or in the same system will influence each other, and sometimes can flip to the other empire entirely.

Troops do gain experience.

Agents also gain experience Cashflow is whats coming to you, Cash is what you have,because your coffers are in the negetives this means alot of other side aspects are leeching money before you get your due
