air units, transfers, max range, op points

I have noticed that if I transfer an air unit a long distance then give it an order to fly a mission it generally just fails to fly the mission.

Is the max range a total of the mission and transfer range for a given turn. IE If i have an air unit with a max range of 20 and a mission range of 6 would it fail to fly a mission of 5 hexes (10 hexes round trip) if I did a base transfer of 11 hexes (total of 21 hexes movement during the turn)?

Any insight from anyone?

is it the same turn or the next turn?
I notice that basically you can only give 1 mission per turn.
The transfer would make anything else moot.

They appear to need a day of rest. I see that all the time, especially with long transfers.
