Expanding "Pirate Factions": Proxies and forces of convenience

In another post, I mentioned smaller empires overtly committing hostile acts against much more powerful neighbors.
I think that whatever mechanism was designed for "Pirate Factions" might be easily be expanded to include splinter groups, extremists, and forces of convenience for covert action. I think pirate groups have this capability to some extent already, but I am suggesting some more immersive elements.
Say for instance that two empires, the Securans and Dhayut maintain an uneasy peace due to profitable trade and relative strength. Perhaps a splinter group of Dhayut are created that are politically motivated as opposed to criminally motivated (like pirates). For the purposes of discussion, call this group the "Dhayut Black Hand". Unlike pirates, this group specifically targets Securans and their interests along common borders. They attack merchant ships servicing each others ports, etc. I think you get the idea. Like pirates, this group might be clandestinely supported by the Dhayut empire or not. Lots of potential for events here, sabotage, regime change, etc. Perhaps the people of Dhayut aren't satisfied with their government's friendly relations with Securans. The public rarely understands the compromises made for realpolitik.
Anyway, interested in others thoughts. I think the game mechanism is mostly in place for this already.
