Does 2nd Ed. have limited operational areas?

Is 2nd Ed. similar to Kharkov, in having limited operational areas for units, and if so what scale is it on, divisional, corps, army...??? Thanks [;)]
There was no change in the AO mechanic from Kharkov to ATD2. The HQ scale is still corp and above; there are no division HQs.
Like Kharkov, eliminating AOs is an option when setting up game.
