I followed the explanations of the help menu (Scenario Editor), but I was not able to replace a bridge over stream by a "ford".
I'm an not able either to use the "blocked" terrain on any hex.

Best to ask in the scenario design forum on slitherine.com - I don't do them myself but I have seen them in games so no idea!
