What governs maxium strength of a unit?

What factors decide on the maximum strength that a unit may achieve? Other than of course being a division or a corps.

The momentary strength of a land unit is also determined by its tech level, its commander, its local supply and by the land warfare doctrine of its owner nation (hope I don't forget anything). If in action there are other multipliers as you probably know (variuous defense and attack boni). Events can influence the strength of land units temporarily (e.g. Russian shock etc).
For sea units it is only a function of ship class and all air units have a maximum strength of 10.
