Resupply ship not working

I believe there is a bug at hand here, despite the correct design and order given, this resupply ship don't function at all:

(look for a resupply ship in the ship list, there is only one or two, one is already deployed)
I have tried all sorts of trick to have it work, but it is not. The ship is deployed, has gas extractions components, cargos and enough fuel to operate the systems, still it don't harvest caslon.
What's more, he is deployed at the planet, but drift away from it.
Last, a nearby ship (in the save) has a need of fuel, and can get the order to refuel at the supply ship, but once it docks, it undocks asap.
Any help appreciated.
(this one was in 1.04.b2 so you can forget about it, in case it is fixed in 1.04b4)
