Rushing storage tech problem

As you can see I have developed the same component not once, not twice, but three times in addition to in fact starting with the blody tech 
I did this by rushing the storage tech, it had done 9k towards TS-200. After spending bout 3 x 9000 credits rushing the tech it has progressed 1k tech points 
This has happend once before, but I forgot to get a save at that time. But not this time, all I have to do to replicate the issiue is to load the savegame, rush storage tech and wait a little bit for PC-200 to be developed
