Do they always declare war as they did historically or can this be avoided

Also:

What is the best way to gain supply when invading? Do I have to take a port, or a city in the enemy territory?

<sigh> - The Russians always join the allies in Fall 1941.
&nbsp;
If you do a landing - Then put a destroyer or Battleship (Or Carrier), next to the unit for limited supply.

Can you mod this out of the game?&nbsp;
