PBEM game, vanilla scen 15- fully patched.

My Japanese opponent reports he has "many" subs disbanded in a level 4 port with two AS. They have zero flotation or fire damage, but system damage ranges from 17-45, and it is not declining. Is there something he should do to get the repair parties working?

Either go to a larger port - or wait longer - bringing in a naval HQ wouldn't hurt. But I'd go to a larger port.

Are the AS vessels disbanded in the port?  An AS must be disbanded in the port and have no fires or float damage to work.
