HE Rounds in Anti-Armour Role

I have played around with the Estab and Scen editors and I have noticed that heavy HE rounds have ZERO anti-armour value, that is - this capability is not currently portrayed in the game.
For example, the 38cm HE rocket-propelled mortar round of the SturmTiger will never get employed by the crew against an armoured opponent because it has zero anti-armour capabilities (SturmTigers would not attack even M3 Stuarts).
This does not correspond with the historical reality. Large calible HE rounds have always been dangerous to even the most heavily armoured AFVs.
What is the PG's crew opinion on this issue?
Perhaps, AP values (currently 0 for all HE rounds) could be added to the APer list or, maybe, the AArm list should be checked and filled with the corresponding values? The second option would not be historically correct since many large calibre assault guns lacked a dedicated AP round. For example, the SturmTiger employed either HE or shaped-charge ammunition (nevertheless, these were deadly to any AFV).
