1.0.4.9 Construction Ships Always Retrofit at Capital Planet

When I give retrofit orders to my construction ships, they insist to go to my capital planet, even if this means flying there from the other edge of the galaxy.
The reasoning behind this is unclear to me. My ship yard capacity is enough to retrofit them at any space port, but these ships want to go through a planetary construction queue.
Maybe it has to do with the AI trying to pick the fastest planetary ship yard? Note, that I have plenty that are capped out at 400 the same way as my capital's.
I haven't tried issuing the order through the ship lists yet, always used the right-click menu. There might have been one single alternate planet been picked once in a while but I'm not sure. Also, it might be more efficient to retire my outdated constructors and build new ones, anywhere. I have no idea what the actual retrofit cost is, but I am suspecting this to be as bad as with retrofitting
space ports.

Well, construction ships aren't build at a spaceport, but at a planetary ship yard, just as the colony ships are. So, the fact that they want to go to a planet to get retrofitted is normal, and the only problem that remains is the fact that they always go to the capital planet.
But it can also be explained. If you look at your planets in the construction yards screen, you ca see that, the more population there is on a planet, the more quickly this planet will build ships such as colony ships, construction ships and resupply ships, and also spaceports and defensive plateforms. So, perhaps the construction ships only choose to go to retrofit at the capital planet because its construction speed is at its maximum ?

Sorry for the double negation in the original (now edited out) which made the meaning of the emphasized part hard to read [8|].
And to address some other potential reservation: many, many of those capped out planetary construction yards (happens a 1000 million colonists) are typically closer to the constructors insisting to retrofit at the capital. And by far not all of those are occupied with building something (at least in the most annoying cases where constructors came from the opposite side of the galaxy).

More information:
I have invaded a couple highly populated worlds (over 5 billion population), and those also can be picked as places where construction ships want to retrofit.
It certainly looks like the construction speed of the planetary ship yard is playing a role. Only the threshold (if it is a hard threshold) is too high. I have numerous planets in the range of 1 to 5 billion inhabitants which would retrofit just as fast.
There seems to be absolutely no factoring of the distance to travel. What do I care about a planet with a construction speed of 400 four sectors away when I am right besides one with 250 (or worse, also at 400)?
