Research - is it working properly?

Hi
After my first game as the yanks i was up against Japs with Inf Tech 4!! They start at 2 but it was only turn 16!
I then loaded up to play as the japs to see if this was possible. I only played 4 turns (just clicked end turn without any moves etc) - anyway, what was of was that i got some very good increases on turn 1 but then NOTHING for the next 3 turns, this was despite the fact that 2 of the techs had all 4 piles of coins.
Devs - can you give us a bit more info on how the TEch research is supposed to work? And it would be good if somehow this could be reflected in game with say a percent chance of an increase.

just discovered that you only get increases every 4 turns (not every turn as i assumed)
maybe i got it wrong about the japs having tech 4 infantry - will play another game and see what happens

I have played some scenarios, and the tech is not the same everywhere. You have to check it out, when you begin a new scenario.

Tech research progress is calculated every month.
In every scenario technology is set up accordingly to the start date.

I believe tech 4 gives the Japanese the historical early war advantage in the full campaign.
