Invalid ctr ids on hexes

When starting a scenario (this may only happen after starting another scenario and returning to main menu - I'm not sure yet), the game freezes while moving to the screen where you pick which countries are human controls. There is a red loading bar along bottom of screen. When I start windows task manager the game shows as still running but there is another process called something like "invalid ctr ids on hexes" that is running also.
When I manually end the "invalid ctr ids on hexes" process using task manager, then click on the game I briefly get the screen used to pick countries controlled by human/ai then the game crashes.

Does it happen for any specific scenario?

It happens for china 41 when I first start it (not just when exiting another and restarting)

Hm - I think this may be related to the error from another thread:

This time when i got the error I was able to alt-tab over the the error message popup box, click on "ok" and the game continued successfully. So same problem but the popup box doesnt' have focus so that I can see it to close it.

This is the same issue, and we have already addressed and corrected it for the next patch which should be available soon after weekend.

The Japanese start the 41 China scenario with no ground units at all. Is this intentional or part of the same bug?

To be more specific, all countries start a scenario with no land units
