Expansion of divisions

It seems to me that if you want to build ground corps the quickest thing to do is build a division (4 turns), deploy and promote rather than building a corps from scratch. Am I missing something like cost?

Yes that seems to be an exploit.
Expand to corps happens instantly with some PP cost.
Building corps from scratch takes longer.
