It seems the site is down, I haven't been able to download the latest patch...

Agreed it seems to be down and not just that file missing.
I encourage you to open a support ticket at the Matrix helpdesk. If things aren't running again short order (24 hrs?) holler again and we'll make alternate arrangements.

The Matrix ftp server has been down for a couple of days, already.
