winning conditions in bob full campaign

The winning condition in manual is AS 8 points for BOB 1940 full game. I have achieved AS 9 yet no victory? Am I missing some thing?
You need 12 AS points to score an AS victory in the first month.
This has been changed, because experienced players were able to win an AS victory in a very short time (1 to 3 turns max)
