Wondering what the mechanics are for this? I have fleets in the Hong Kong area but the bombardment option is grayed out, checked the manual and it refers to a section that does not exist? 10.13??

Update, I did not realize there is a small seazone beside Hong Kong. Still the section it is refering to is wrong.

Just click on the airstrike button.

You have to have spotted an ememy unit in the sea zone first.
