Is there a way for a japanese player to increase HI/LI/airframe/engine etc factories by an amount less than the default double?

Yes. Look for and open the industry icon on the top control bar. When you select a particular industry an option opens on the right side of the screen that you can use to increase an industry by ones, tens, or double.
