Since 1.0.5.7 have not been able to retro any ships from the list of ships. but can retro fit ships in fleets

Same here. Can't order refits from the Ships and Bases Screen. Ordering refits still works in the Fleet Screen and through the right click context menu.

... except for construction ships, which are apparently unable to retrofit at all

I noticed that the rclick popup is something like "retrofit at nearest space dock" but construction ships don't get built from space docks, and ctrl-rclicking on a planet only gives the space dock option instead of adding one to retrofit at that planet
