If I don't use all my artillery or air strikes in a strategic turn, do I lose them or do they accumulate for the next?

They will carry over until you hit 0000hrs or the first turn of the following day. At that point you lose what wasn't used and get a new set of support. It is possible, depending upon scenario and side you're playing to not get any support that following day. So it's good to use up what you have if you have the opportunity. Heavy artillery support is not available if you can't draw a clear supply line to a major supply depot.
