un-Exile leader?

Empires in Arms is the computer version of Australian Design Group classic board game. Empires in Arms is a seven player game of grand strategy set during the Napoleonic period of 1805-1815. The unit scale is corps level with full diplomatic options

Yes it is. It is I believe in the economic phase (someone please correct me here if I am mistaken) and one pays a PP cost equal to the leader's strategic plus Tactical ratings (e.g. Napoleon/Wellington/Nelson = 10; Davout 9, Charles 8, etc).

You can't un-exile a captured leader. You can only un-exile an exiled leader and yes, you can only do it in the econ phase.

I don't know if this applys in the computer version but in the board version when you fell into the fiasco zone you got back all your exiled leaders.
