Naval battles Bug

There is something wrong with naval battles, or perhaps standing orders for fleets. In a recent naval battle, the Turks attacked the Russian's and won. One of the victorius Turkish pursued the defeated Russians while the rest stayed behind, spliting Turkish fleet. This should not have happened. First, there is meant to be no pursuit after a naval victory (evasion is different), and second if there was a pursuit why did only one fleet pursue?
This might be a standing orders problem, in that one of the Russian fleets successfully evaded and then was pursued by one of the Turkish fleets, while the rest battled it out.
Either way it needs to be fixed if it has not already. We can not have bugs continuing in a criticial function like combat.
I think this needs to be fixed before 1.08.04 is released as a final version (the BETA can still go out as is), as it can be a real game breaker for games with naval wars.
I'll try to set something up on Mantis later with save files.
For the record, I don't think a non-phasing player fleet should pursue as a default. Imagine a British fleet in the channel, pursuing a defeated French fleet, but only to leave the channel open to a French invasion. If you are the phasing player, then you should be asked if you want to pursue, but only if the combat was initiated by the phasing player, if we are going to play with this option.
