Remote skip function

It has been a while, so I can't remember how the host can skip a players turn, but I do recall this can be done. I think when this happens, the host sends out a "blank" game file. How hard would it be to create a blackberry or Iphone application to send out a file like this, so we are not always tied to our computers? You could create the first PC-Iphone strategy game in the Matrix line up.
I often notice when travelling, your turn can come up when you stuck at the airport in Chicago without the game on your laptop. In these cases, it would be handy if you could just send out a simple command file to the other players, saying I have skipped my turn, which they can load and move on. At least for diplomacy, reinforcement and the naval phases (for the reinforcement phase, you would need a warning box saying that any reinforcements would be lost, as there would be no way for your app to know that you have reinforcements coming. A decision to skip reinforcement this way should be up to the player).
I am thinking that the player whose turn it is, or whose turn is coming up, can enter in the month and phase they want to skip, and then email out a simple attachment that tells the game I'm skipping this turn, and play on. It could be a simple file that says, this is Prussia, and I want to skip my May 1805 naval phase (the Prussian player would also load this same file on their own game machine when they returned). Could such an application be readily created? If not for an Iphone or blackberry, then for a work pc?
We can always ask the host to skip for us, but that is pain for the host, who already has lots to do, and may not be any closer to their machine that you are.
A great extension of the idea, would be to tell the AI to play the reinforcement or land phase, similar to the host function, but this strikes me as much more difficult.
