Has the arty sheaf's axis been adjusted so it can be selected which way it can go when called?

If not, I'm guessing someone went through the maps and made sure the artillery was placed on the off-board "sides" so it would land perpendicular to your advance direction?

I"m afraid you are only allowed to cancel it, not change the direction of the sheaf.
