What does the round red circle with a slash through it mean. They seem to be by bridges.

Ever though about blown up bridges [8D]

I don't know what it does though, I only skimmed the rule book... So I'd say, lower movement rate and harder time for supply to get threw.
Move an engineer unit next to one of the hex the bridge touch and use the repair button to repair it. You usually have to start on it, or really close to it.

Yes it means that bridge has been destroyed. And yes it makes it harder for units to move and fight across.

Any unit can try to blow a bridge that it is next to. Not all attempts are successful.

Only engineers can repair bridges and only if they are next to it and have not moved for a turn.

The requirement for Engineers not to have moved that turn is bit tough IMO.  It should be based purely on AP.  If my Eng unit moves one hex it should be able to repair a bridge in the same turn...
