Action Cards Not Working in Sea Lion

Hi There,
I've been playing Sea Lion and I"ve gotten to the point where my supplies are starting to dwindle (post Sept. 18). Most of my troops have red dots indicating no or low supply.
So, I want to use the Haste cards from my commanders to give some troops the action points they need to conduct attacks or whatnot. But, whenever I use a Haste card on a unit, it gives them no benefit...they get no additional action points. Is this intentional? When out of supply do they not get the benefit of haste cards? I notice that the combat bonus cards DO work.
I couldn't find any reference to Haste cards not working when out of supply in the manual, so thought I'd post it here as a possible bug.
