What do the red and white roundels on cities and towns signify - as opposed to black and white?

The red roundels indicate 50.000+ population towns and have "urban" landscape. The black roundels indicate smaller towns and have "light urban" landscape. Also red roundels always have at least 1 VP value.

I'm probably missing something simple, but where is there a display of how many VPs each objective is worth?

Upper right, above the map you have your rec points for the hex, VP and some other info.
