I'd like to make the US 3rd, 5th and 7th Fleet HQs sea-going HQs but I've read in the game manual that the AGC ships will only load amphibious HQs.

That would mean I'd have to change the fleet HQs from Naval to Amphibious. What would be the implications of this so I could have the HQs accompany the fleets at sea? Would the fleet commander ONLY affect amphibious operations or would he affect other ops?

According to manual, Amphib HQ's only affect invasions directly, otherwise, it is the indirect effect of supply and support.
