How to break divisions to regiments and still have general officers as CO

I have broken down as many Army and Marine divisions as I could into their regiments. The problem which
arises, however, is that the regiments are considered small ground units instead of large ground units
like the division.

Even though I know it's not required by the way the game works, I want to have a brigadier or major general
in command of the division. If I want to replace the division CO I won't be able to put a general officer
in charge since few are set to command small ground units.

I really don't want to go through all the leaders and change brigadier and major generals to be able to
command small ground units.

Is something like below at all possible?

37th Infantry Division
o 37th Div HQ - MGEN R. Beightler > regiment or an HQ TOE?
o 129th Infantry - COL J.D. Frederick < brigade
o 145th Infantry - < brigade
o 148th Infantry - COL S.A. Baxter < brigade

I think you're going to run into some limitations in the code even if you changed the database. There are settings for what rank can command what type of unit.

I'm thinking now of something like this:

Change the TOE of the "headquarters" regiment from a division TOE to a regiment TOE and then changing the unit type to "> regiment" so it will be considered a large ground unit (but not grow to the size of a whole division) and I will be able to assign the large ground unit commanders to the regiment.

I don't intend to rebuild the units anyways since I always divided the divisions as it was before I found the division regiments.
