Toolbar is not working

I am having an issue with being able to give any commands. I can select my platforms but I am unable to do anything with them. (Yes I am selecting my side and not the opposing forces). You may notice from the picture that the Windows and Help option on the toolbar are usable, but I cannot use File, Orders, etc. Nor can I use attack, speed, course, etc.? Suggestions

More than likely you have a dialog open off-screen. That may happen if you change screen resolutions or switch from multiple to fewer monitors. My clue is that if I open the Course dialog I can get the same enabled/disabled items as you are seeing.
Close the game and then download and run the following to set the window positions back to default.
