Hello,

Can a scenario be designed with Production on?

I see that it is off, is that a scenario limitation, or a game limitation?

It's a game limitation as far as I know. If you can turn on the Production with the editor it will probably bring some wacky results.

You should be able to turn it on, but reinforcement queue would have to be readjusted accordingly. IMO, it's not truly worth it
